Reintegration in Ontario: Practices, Priorities, and Effective Models

For former prisoners, reintegration poses many challenges for those being released, their families, and even broader society. This is often a period of vulnerability where supports are required, but many former prisoners struggle to access stable housing, employment, education, and needed services (notably for mental health and addictions). These challenges are compounded by the stigma associated with criminal convictions and by the fragmented nature of frontline service provision.

The complex needs of former prisoners can be addressed through effective programs, services, and practices, resulting in successful reintegration, which is one of the primary factors in avoiding committing new crimes. This has a positive impact on both the individual and on community safety.

This document presents learnings from successful reintegration programs offered across Ontario.
